10.E.   Round 2 Format

	
	1. Round 2 positions will be assigned based upon the reverse order of finish (worst to best).
		
		a) Adjusted penalty wins will only apply to those teams with the permanent penalty.  All
		other teams will be based on regular season wins.
 
    2. Playoff and World series Teams would automatically occupy the end spots in the draft order 
       in all rounds, regardless of record, just as they do in round 1. Order of teams from worst to 
       best: Wild Card loser(s), Division Series Loser(s), LCS Loser(s), World Series Loser, WS winner. 
       
    3.  Rookie draft will last for five (5) rounds, with the remaining players being dispersed by the Phase 3 Free Agent draft.
