11.B. Excessive Roster Rule
1. At the time when teams are required to submit their protected player rosters
for the Phase II draft, teams that have a roster size of more than thirty-eight (38)
players will have the number of players that can be lost to Phase II picks ADJUSTED from
five (5) to five (5) PLUS the amount of players on the roster that EXCEED thirty-eight (38).
Some examples:
Team A submits their roster prior to Phase II at a size of forty-four (44) protected and
unprotected players. This is six (6) players in excess of the 38 player limit. Therefore
this team could lose up to eleven (11) players in the Phase II draft (5+6=11).
Team B submits their roster prior to Phase II at a size of thirty-four (34) protected and
unprotected players. Since they are below the thirty-eight (38) player limit, the maximum
number of players lost to Phase II remains at five (5).
Team C submits their roster prior to Phase II at a size of thirty-nine (39) protected and
unprotected players. This is one (1) players in excess of the 35 player limit. Therefore
this team could lose up to eight (6) players in the Phase II draft (5+1=6).
Also, if a team finds itself in a potential “ERST” situation, that team can avoid this penalty
by unconditionally releasing the number of players over the 38-player limit in order to reach
the 38-player limit. These released players would be added to the rookie draft.
This is a fairly simple solution to the problem as only a few teams ever exceed having 38
protected and unprotected players on their roster when the Phase II rosters are submitted.
Will this eliminate two or three players for a draft pick while trading? ABSOLUTELY NOT! You
can still make these types of trades but not to excess.
Will this mean you will loose all those possible players in Phase II? NO, of course not. A
lot depends on the positions and quality of the players you expose in Phase II. Often many
decent players survive being taken in Phase II, when this draft is a deep one.
Will this mean you have to cut all players over 38? No, this is entirely the choice of the manager.
He CAN cut them, or take the chance that all of them will not go in P2, and submit just his protected
roster, while not cutting the excess players
