All SPB Managers, After thinking about this for some time now, and discussing it with several managers who have complained of this problem, I have decided to change the penalty round of overusage to round 2 with the random round moving to round 3. This is the opposite of what it has been in the past. This will go into effect with the coming SPB 1932 rookie draft to be held in February. The main reason for doing this is because round 3 players are generally not that important and hereby cause no problems, or very little, for those teams incurring the overuse penaltys. The whole idea behind the penalty draft was to punish teams for their overusage and round 3 picks were not accomplishing this. So by moving it up to round 2, we will be taking a much stronger stand on the issue. There has been quite a bit of overuse within the last few SPB seasons completed, some of it very flagrant. I would have put it in for the 52 draft, but since the order has already been announced, I will let it pass by for the last time.. If a team incurrs the permanent penalty (10 points or more), the team will not be in the random draw for round 3. They will drop to the bottom of this round, after all random teams have been posted. If more than one team incurrs the permanent penalty, the team with the most overusage will pick last for round 2. After '32 it will go into effect on each succeeding rookie draft in all SPB Leagues.
