All SPB Managers, Following is the new rules regarding the Phase II draft. this will be in effect for all leagues and will begin with the 1932 draft in February. This will be posted in the Constitution by Webmaster Turnbull, and is written as it will appear there. NOTE: Tne new rule changes will be highlighted in RED on teh website. "In closely argued consultation, the SPB rules committee has voted to enact a change in the Phase II draft rules, effective with the SPB1932 draft. Credit for this change should go primarily to John Ungashick for taking the initiative in this reformulation and to Chris Williams for giving it some clarity. Also, thanks to the other members of the committee for their input during this debate. The new rule will read as follows: Phase II draft: 30. Prior to the rookie draft, all managers will submit a list protecting the required number of players from their roster. a. For SPB I, II, and III: Teams with the four highest winning percentages will protect 18 players. The four teams with the lowest winning percentages will protect 20 players. All other teams will protect 19 players. b. For SPB IV and V: Teams with the five highest winning percentages will protect 18 players. The five teams with the lowest winning percentages will protect 20 players. All other teams will protect 19 players. c. Prior to the Phase I rookie draft and at the pre-draft trading deadline, the commissioner will release a season database with all protected players selected above displayed as "active" and all unprotected players displayed as "farmed." 31-36 The rules for the Phase I rookie draft remain unchanged. Rookie players will appear on team rosters as "active," and will not be subject to Phase II draft. 37. The Phase 2 draft pool consists of all unprotected players from all rosters. No players from the Phase 1 rookie draft are eligible for this part of the process. Each team selects three (3) picks, no team can lose more than five (5) players and the draft order will be the same as the Second Round in the Rookie Draft (the penalty). The draft will be conducted by the Commissioner via email or list. ___________________________________________________________________________ SUMMARY OF THE CHANGES: A firewall now exists between the pools for the Rookie Draft and for the Phase II draft. Because no rookies will be involved in the Phase II draft, the protection lists have been lowered by 4 players per team. In effect, this will cause slightly--I repeat, slightly--more veteran players to be exposed to the Phase II process. Normally teams wind up protecting between 3 and 4 of their rookie picks, so this rule change will differ only slightly from prior practice. However, none of the effort put into the Rookie draft will be wasted, because all picks will stay on their selecting teams. Apart from this, there are no changes in existing rules."
