The following teams have no usage penalties because they either changed ownership during the season or immediately after the season:

Carolina Lighthouse (Steve Brunner). There was in reality NO overuse for this team.
Frisco Sky Sox (Greg Grover). Massive overusage, especially of batters.
New Jersey Cows (Joe DeZarlo-Jeff Thomas) (only 1 game of overuse-Springer)
Pitcairn Islanders (Terry Buchanan-Greg Nolen) remarkable job of managing understaffed at bats

*-the circumstances of the Cloverleafs and Rivers have been explained previously. In the case of the Cyclones, the overusage was so marginal that I felt that it would be extreme and unfair to impose a permanent penalty upon them, especially given the fact that they had a significantly losing record. Vizquel also fell very short in his expected walks.
