With almost 1/3 of the league never experiencing an SPB Phase 2 draft I have been fielding many questions on the topic, hopefully shedding more light than smoke.  Allow me to make some points regarding the Phase II process and the Rookie Draft as well.
 
1.  I have asked for the Phase 2 protected lists a bit sooner than the norm in order to give the league time to review the lists and insure that all is in order.  So far, all the teams have submitted a list of protected players.  I have given the new team, East Coast Extreme some additional time to resubmit a protected player list.
 
2.  Once all of the protected player lists have been received, an updated season disk will be sent to each of you.  All unprotected players will be indicated on your roster as being farmed.  Please do not change their status until after the draft(s) have been completed.
 
3.  On this disk, you will also be able to run the Batter/Pitcher Registers to view all of the free agent rookies who will be drafted in Phase 1.
 
4.  Several of you have asked about trades and because we have called for the protected lists earlier than usual , this may get sticky.  I will continue to allow trades that involve either draft picks or PROTECTED PLAYERS until the completion of the Rookie Draft.  Consider your unprotected players now frozen.
 
5.  If you make a trade of protected players that involves an uneven number of players, you may not add additional unprotected players to your roster.  Again, consider the unprotected players as now frozen.
 
6.  Phase 2 will begin immediately upon the completion of Phase 1.  At that time all rosters will be frozen until the completion of Phase 2.  Phase 2 will last just a single round but with each team getting three (3) player picks with his turn.  No newly added rookie or protected veteran may be drafted from another team.  All unprotected players that are not drafted, will be returned to their respective teams.  No team can loose more than five (5) unprotected players.
 
7.  Phase 2 will be handled exclusively by e-mail.  There is no time limit here, however one may be instituted if the draft slows down to much.  I certainly would like to see it completed with a week after the rookie draft.
