Below is the 1931 Overusage Report.  Not as many teams as last year that were perfect, but 10 of 14 teams 
had either no usage or just one game, so really good still!
 
No teams incurred the permanent penalty at all and there were 6 teams! that incurred NO penalties.  Great job 
to all!  The best thing is that none of the penalties (with one exception of the Empires in RD 1), will impact 
the draft order at all, so pretty painless.
